Racial Ethnic Multicultural Network (REM)

A Brief History of the REM Network
The origin of the Racial Ethnic Multicultural Network (REM) began in the mid 1980's. At that time, a Task Force was formed within the Association for Clinical Pastoral Education (ACPE) to address emerging concerns of African-American supervisors and others interested in increasing the racial and ethnic diversity within in the ACPE. From the work of the Task Force, the annual REM Invitational was born. An inaugural meeting occurred in Washington DC at Howard University February of 1988. Funding was provided by the ACPE.
An Invitational meeting has been held every year since that time. It has grown in attendance, racial, ethnic, and multi-cultural diversity, and has been financially self-supporting. The Invitational has been many things to many people--- a continuing education event, a conference, fellowship, and context to find support and nurture among others engaged in similar plights. The Annual Invitational has been held in locations across the country such as Washington DC, Chicago, Atlanta, Raleigh, San Diego, New York City and Indianapolis.
In 1992, the governance of ACPE changed and REM became a member network. The Rev. Dr. Cameron Byrd served as the first convener of the REM Task Force. In 1996, Rev. Dr. Teresa Snorton was elected the first Chairperson along with officers and a Steering Committee made up representatives from each of the nine ACPE Regions. By-Laws were adopted in 1999, and the REM Chair became an at-large member on the ACPE Board of Representatives. In 2000, Rev. Snorton became the Executive Director of ACPE, and Rev. Patricia Wilson-Robinson was elected the next Chairperson of REM. Subsequent Chairs include Jacqueline Kelley and Harry Simmons.
The following is a DRAFT of the revised REM By-laws which will be voted upon at the next REM Meeting in April, 2008. Comments are welcome and should be sent to Bridget Piggue at firstname.lastname@example.org.
The name of this organization shall be the Racial Ethnic Multicultural Network, referred to as the REM Network.
II. PURPOSE & MISSION
The purpose of the REM Network shall be to: (1) recruit, develop, and empower racial, ethnic, and multicultural persons in their formation and competence in ministry, and (2) enhance, encourage, and enable the practice of ministry in institutions, communities of faith, and the community through education, consultation, fellowship, networking, and worship.
The mission of the REM Network shall be to: (1) sponsor an annual invitational conference to promote the aforementioned purposes, (2) encourage and support REM activity and development locally, regionally, nationally, and globally, and (3) voice the needs and interests of racial, ethnic, and multicultural persons and persons of diverse faiths to programs and organizations that provide training and certification in professional ministry. (4) To be responsible and operate efficiently regarding the stewardship of all resources entrusted to the REM Network.
III. MEMBERSHIP AND MEMBERSHIP DUES
In 2003 Membership Dues were instituted. In 2007 the following revisions were recommended: 1) Beginning April 2008 REM annual membership dues will include: Students/SIT - $25.00, Associate/CPE Supervisors and other professionals - $50.00, Institutions - $100.00 with REM website/program listing and advertisement. Membership Dues entitle each member to voting rights, a REM Newsletter, general consultation, and opportunities for mock committee consultations and supervisory ACPE/APC peer reviews. Consultations and reviews are to be requested through a regional REM representative.
The officers of the REM Network shall be Chairperson, Vice-Chairperson, Secretary, Treasurer, and Newsletter Editor. The officers shall make up the Executive Committee of the REM. The duties and responsibilities of each officer are defined as follows:
The Chairperson shall be elected to a term of three years and serve no more than two consecutive terms. S/he shall coordinate the business of the REM Network, preside at the business meetings, convene the REM International Conference, serve as official spokesperson for REM, and present an Annual Report at the yearly membership meeting.
The Chair shall form Committees and/or assign individuals duties that may include, but not limited to, conference planning, review of the By-Laws, and strategic networking with ACPE, Seminaries, International Groups, Recognitions and Awards. In conjunction with REM's Treasurer, s/he shall oversee the finances of the REM Network.
The Vice-Chairperson shall assist the Chairperson in his/her duties. In the absence of the Chairperson, the Vice-Chair shall assume the role of the Chair. When elections are conducted, the Vice-Chair shall serve as the Chair of the Nominating Committee, unless he/she is a candidate for an office. In such instance, the Chairperson shall appoint a chair for the Nominating Committee. The Vice-Chair shall be elected to serve a term of three years and may not serve more than two consecutive terms.
The Secretary shall record the proceedings of all business meetings of the REM Network. S/he shall distribute copies of the minutes to REM's Officers and Regional Representatives. The Secretary assures that information in record is accurate concerning significant gatherings and conferences. The Secretary's records shall be preserved in the historical archives of the REM Network. The Secretary shall be elected to serve a term of two years and may not serve more than three consecutive terms.
The Treasurer, in consultation with the Chair, shall be responsible for accurate collection, recording and disbursement of REM's finances and securing an annual audit of records. The Treasurer shall be elected to serve a term of two years and may not serve more than three consecutive terms.
The Newsletter Editor shall be responsible for the publication of REM Network's newsletter twice per year after approval of content by the Chair. Frequency of distribution may be changed by the Steering Committee. The Editor shall submit approved articles about the REM Network to the media, to include, but not be limited to, newspapers, magazines, and other publications. The Editor will be appointed by the Chair.

V. THE STEERING COMMITTEE
The Steering Committee shall consist of the executive committee and one representative from each Region of the ACPE, Inc. Each is elected or appointed to a term of three years and serves no more than two consecutive terms. Typically, the Chair of a Regional REM Committee will be the committee representative. In the event a Region does not have a REM Committee, the REM Chair shall appoint a person in that Region to serve. A Regional Representative may designate a regional substitute to attend meetings in his/her absence.
The Steering Committee will provide guidance for the affairs of the REM Network. Each Regional Representative shall complete and submit to the REM Chair Bi-Annual Reports on activities in their region The Steering Committee shall meet twice per year, normally at the REM invitational conference and at the ACPE's annual meeting. The Chair may call other meetings of the Steering Committee on an as needed basis. This may involve, but not be limited to urgent cases of a Steering Committee meeting by telephone. The Executive Committee may act on behalf of the Steering Committee. Unless an Executive Session is called, all meetings of the Steering Committee shall be open to any member of the REM Network or any approved guest with committee approval.
VI. ANNUAL BUSINESS MEETING AND ELECTIONS
There shall be an annual business meeting of the REM membership, generally held during the time of its invitational conference. Cancellation or postponement of the annual business meeting requires action by the Steering Committee.
Elections will be held on site by ballot during the designated year . Vacancies shall be announced no later than the first day of the REM Network's invitational conference. The REM Network Chair shall appoint a Nominating Committee to be administered by the Vice-Chair. The Nominating Committee will present a suggested slate of officers to the body. Nominations may also be received from the floor. The Nominating Committee will conduct the election of officers. All individual members with current paid membership will be entitled to vote. Vacancies may also be filled by the Steering Committee when they arise between invitational conferences. The Steering Committee shall determine when elections occur.
VII. ACPE INC. MEMBERSHIP
The REM Network shall maintain membership in the Association for Clinical Pastoral Education, Inc. (ACPE, Inc.) The Chair shall make annual reports to its Board. S/he shall authorize the Treasurer to pay the Annual REM Network membership dues. The Steering Committee may contract with the ACPE annually for financial record keeping and management.
VIII. THE REM NETWORK INVITATIONAL CONFERENCE
The local Planning Committee shall consult with the Chair of the REM Network regarding the matters of financial need related to the invitational conference. Any expenses shall first be pre-approved by the REM Network's Chair.
IX. BY-LAW CHANGES
Changes in the structure of the REM Network, including current changes, must be approved by the Steering Committee then ratified by members of the REM Network.
